Fly! ANA Yokosuka, Miura Windsurf World Cup 2024 - Slalom

  • Das war der Tag 5:

A dramatic final day sees Johan Søe disqualified as Blanca Alabau & Matteo Iachino are crowned champions of the world, while Lina Erźen & Amado Vrieswijk are awarded event titles

You couldn’t have written the script for the final day of the 2023 Fly! ANA Yokosuka, Miura Windsurf World Cup as what started out as a beautiful sunny morning, was soon replaced by an air of suspense as it was revealed that there were some discrepancies with a particular sailors registered equipment not falling within the allowed margin of error, which unfortunately led to the disqualification of at the time World Tour leader - Johan Søe (FMX Racing / Point-7 / F4 Foils) - a statement regarding the disqualification of Johan can be found at the bottom of this page.

    Women’s

Lina Eržen’s (Starboard / Severne Sails) debut on the PWA Slalom World Tour couldn’t have gone much better with the 18-year-old winning 4 consecutive bullets to deservedly earn her first win on the World Tour. The young Slovenian won 4 out of the 6 eliminations completed and that could’ve even been five if it wasn’t for her dropping her final gybe when leading Elimination 2 and she looks an exciting prospect for years to come.

With no further racing being completed on the final day in Japan that means that Blanca Alabau (Starboard / Severne Sails) walks away from 2023 as the Women’s PWA Slalom world champion for the first time in her career. The Spaniard has enjoyed a fantastic year - winning one event and finishing on the podium in all the other events and she can now relax and enjoy her achievements.

Justine Lemeteyer (FMX Racing / S2Maui) finishes the season as the vice-world champion for the second consecutive year, while Marion Mortefon (Duotone / Duotone Sails) completes the prestigious overall podium.

    Men’s

Matteo Iachino (Starboard / Severne Sails) has come so close to winning a second world title on numerous occasions since earning his first world crown in 2016 and it looked like he may cruelly miss out on another world title on countback. However, with the developments which followed later today, that means that the Italian’s wait for a second world title is now over and no-one could begrudge Iachino a second world title. The Italian was tied on points with Søe at the end of the season and he has been incredibly consistent - earning 3 podiums from 5 events, while his worst result was a 6th in Italy at the start of the year, so he deservedly earns his second world crown after so many near misses.

Matteo Iachino & Blanca Alabau celebrate

Amado Vrieswijk (Future Fly / Severne Sails) backed up his event victory in Sylt with another victory in Japan to sign off the season in style, which sees the Bonairean finish 2023 as the vice-world champion as his racing continues to go from strength-to-strength, while Maciek Rutkowski (FMX Racing / Challenger Sails) completes the overall podium.

We'll have a full round up in the event summary later this week.

Official Statement Regarding Johan Søe’s Disqualification

Following equipment inspection of the top riders at the PWA Slalom Finals in Japan, Danish sailor Johan Soe, DEN-37, was unfortunately found to have been using a sail that had been modified from its original factory specification and that did not meet the registered specification for the sail, including allowances for all measurement tolerances.

As such, under the rules regarding production equipment on the PWA Slalom World Tour, the protest committee had no choice but to disqualify Johan from the final event in Japan.

Whilst we sympathise with Johan to have lost the World Title under such circumstances, the rules are clear and the facts surrounding the modification of the sails, and the discrepancy between the registered specifications of the sails, and the sails Johan was using, are not in question.

The PWA takes the rules surrounding production equipment seriously and respects the efforts of the vast majority of brands and riders to adhere to the rules and compete fairly. As such, to ignore the use of equipment that had been physically modified and that did not meet the registered specification would have been unacceptable with respect to the fundamental principles of the rules.

  • Was sagt denn das Reglement bzgl.

    {1.8} EQUIPMENT (ALL DISCIPLINES)

    (c) Equipment which in the opinion of the Race Director could cause injury to competitors must be prohibited. It is the responsibility of each competitor to check this aspect of his/her equipment with the Race Director. Under this Rule, rigging on the mast and sharp nosed boards which could cause injury to competitors must be prohibited.

    {2.5} EQUIPMENT RESTRICTIONS (SLALOM)

    (a) Competitors may register and compete with a total of 3 boards, 6 sails and 1 set of foil components for the Slalom discipline at any Slalom event. A sailor may only use equipment which is registered in his/her own name.

    (b) Competitors may only register boards from the PWA Registered Board list.

    (c) Competitors may only register sails from the PWA Registered Sails List

    (d) Competitors may register up to 3 boards in total from the PWA Registered Board List. Boards may be registered and used at the competitors discretion, provided that:

    i. No more than one of these boards is from the PWA Slalom Foil Board List (over 85cm wide and no more than 91cm wide to be used exclusively with a hydrofoil). Or from the PWA Registered Course Racing Board List (up to 100.5cm) for female competitors only.

ii. One of these boards may only be registered exclusively for use with a fin.

    (e) Sails shall be no bigger than 10 square meters. Any registered sail may be used with any board, fin or foil combination.

    (h) Boards, sails and foil components must be registered by manufacturers according to the standard PWA registration process, details of which are available from the PWA office and may be altered from time to time at the discretion of the PWA.

    {2.5.1} Equipment Registration (SLALOM)

    (a) Competitors shall register 3 boards. Competitors must then race on any of these boards unless the protest committee permits the exchange of a board due to damage beyond reasonable repair.

    (b) Competitors shall register 6 sails from the PWA registered Race sail list. Competitors must then race on any of these sails unless the protest committee permits the exchange of a sail due to damage beyond reasonable repair.

    (c) Competitors shall register 1 set of foil components from the PWA registered Foil list, comprised of 1 foil mast, 2 foil fuselages, 2 sets of front wings and 2 sets of rear wings. The components registered by a competitor must be from the same registered set as registered by the manufacturers, and may not mix components from different manufacturers. Competitors must then race on a foil made up of the registered component parts unless the protest committee permits the exchange of a foil or components due to damage beyond reasonable repair.

    (d) Equipment shall be registered by competitors at or before the registration of the first Slalom competition of the year that they take part in. The equipment registered by each competitor during this time shall be the total amount of boards and sails that they may use for the remainder of the season. If a competitor registers less than the total amount permitted, then that competitor shall not subsequently register any additional equipment at future events even if this means that they have less than the maximum permissible number of boards and sails, unless specific permission is granted by the PWA.

    (e) All equipment must be registered during the times published in the Notice of Race for the event unless this time is extended by the Race Committee on site at the event. Failure to register equipment during these hours shall prohibit the use of that equipment from use at PWA Slalom events for the remainder of the year. Equipment may be stamped or marked.

    (f) If a competitor does not have an individual item of equipment that they wish to register them at their first event of the year, then they may register the item by submitting the model name and size at registration. However, they must submit the item for stamping / marking as necessary before they actually use it in competition.

    {2.5.2} Equipment Replacement (SLALOM)

    (a) If a board, sail or foil component is damaged, by no foul means, the protest committee may allow the sailor to exchange this board or sail with another identical item. Board, sail or foil replacement may only be sanctioned by the protest committee. If possible the original registered item may be repaired and used again. Reinstatement of a board or sail may only be sanctioned by the protest committee. If an identical item is not available, then an item of a closely similar type and size may be used at the discretion of the protest committee.

    (b) Equipment may be replaced by identical items between events without scrutiny, however any replacements should be notified to the protest committee at the registration of the next event where serial numbers may be noted and equipment may be marked or stamped.

    (c) In the case that a competitor has a significant sponsor change in either boards, sails or foils during the year, then they may apply to change the equipment they have registered, to equipment manufactured by the new sponsor. Applications for equipment change under this rule must be accompanied by proof in the form of either sponsorship contracts and / or a letter of confirmation from both the old and new sponsors and must be submitted at least 10 days before the start of the next event. Such applications shall be considered by the PWA Management Board which may or may not grant permission for an equipment change at their own discretion. If permission to change equipment is granted under this rule, then a competitor may only register equipment of a closely equivalent size and type to that originally registered. The final decision of whether to accept the registration of any specific items of equipment under this rule shall be at the discretion of the PWA.

    {2.5.3} Equipment Scrutinizing (SLALOM)

    (a) Scrutinizing of equipment will be performed either by a PWA Representative, or any member of the PWA Race Crew. A sailor must make his/her equipment available for scrutinizing at any time whilst the event is in progress. Failure to present equipment for scrutinizing may result in disqualification from the respective race or from the entire discipline.

    (b) Equipment used by sailors must meet all registered specification and shall not have been modified in any way without prior approval from the protest committee. Modification from the normal specification as delivered by the manufacturer shall not be permitted. For the purposes of this rule, the addition of any extra tack or clew cringles or positions, puncturing of the sail to allow any attachment to provide tension other than devices supplied with the sail as standard or any other attachment or modification that is designed to alter the shape or performance of the sail from the standard supplied configuration shall not be permitted. For the avoidance of doubt, brochure / website specification and or the majority specification of other identical items of equipment may be used as evidence of the standard supplied specification by the protest committee.

    (c) Batten types and tension, mast type and tension, adjustment of camber inducers including sanding / filing and the addition of any spacers or other optional devices that are supplied as standard for the adjustment of battens, masts or camber inducers, shall be excluded from this rule and may be adjusted at the discretion of the sailor in question.

    (d) Any sailor found to have been using equipment that has not been registered, or equipment that does not meet the registered specification for that particular item of equipment, including the conditions outlined above, shall be disqualified from the entire race discipline for that event.

    (e) If a sailor is in anyway unsure as to the legality of any modification or piece of equipment, then they must seek and obtain permission to use that equipment, either from the PWA in advance of the event, or from the protest committee, before using that item of equipment. Otherwise they may be disqualified as described in the rules.

    (f) If boards are equipped with the capability of adding any standard accessories to the hull of the board that affect the board in a way that changes the hull shape of the board or the way that the board interacts with the water, such as but not limited to plates that fit into the cut outs or onto the deck around the waterline, then these accessories and their method of attachment to the board must also be registered along with the board. Non registered accessories shall not be permitted.

For clarification, there is no restriction on the use of different fins and foot straps which may be changed at the sailor’s discretion. However the addition of nonstandard deck pads, moving fin boxes or foot strap inserts or replacing them with non-standard versions shall not be permitted.

The final decision on whether to permit any item of equipment or any attached accessory shall be at the discretion of the protest committee who may prohibit the use of any item if it breaches the rules or if they feel it is an attempt to significantly alter the performance of the board or sail in question from its intended design.

    {2.5.4} Equipment repair (SLALOM)

Damaged equipment may be repaired, but repairs must be completed in a way that complies with the original specification of the board or sail as registered with the PWA. If a board or sail is found to be outside of the registered specification when produced or after use, then adjustments may be made to the board to bring it back within correct tolerances provided that these adjustment are made before it is used at a PWA Slalom event.

  • {2.8} Mandatory Safety Equipment

All competitors in the Slalom discipline must wear a suitable helmet and impact vest. The helmet must provide protection to the head and the impact vest must provide protection for the upper torso. Items required under this rule must be commercially available products designed for the purpose and homemade items will not be permitted. In the event of any doubt about the suitability of protective equipment under these rules, the PWA Race Committee shall have the final decision.

    matteo_iachino

A little clarification on what happened in Japan for my followers and in general for all the windsurfers following the tour. You guys rock and deserve a better information.

    1) rules. There are rules and they have to be followed. If not we would be in a custom tour where we could race on custom boards sails etc. If one rider doesn’t play by the rules, he has a clear advantage.

    2) there is no protest in the pwa. No one protested. There is random check of gear to the riders. All the top 5 were checked. Only one had his sail completely out of specs and out of the margin of error given to the brands

    3) the “mistake” in the sail was as big as more than 2 cm. When we test sails between seasons we do modify them less than a cm and the difference is huge. If I could put those modifications in my racing gear between one event and another I would have a big advantage.

    4) the sail in question has been used in Japan and in previous events too

    5) the rider in question will be able to show his skills. He is young and talented and I think he will manage a great result without any need to cheat

  • Statement from the PWA regarding the disqualification of DEN-37

    FROM THE PWA MANAGEMENT BOARD

The PWA is a rider and manufacturer governed association. Rules are set by the PWA Management Board that is elected from the industry and rider members of the association. The rider and industry representatives on the PWA Management Board consult with the members on all matters, including competition rules.

All PWA racing is run on registered production equipment. As such, sails, boards, and foils must be registered by the manufacturers before the start of the season. All participating brands and riders are aware of these requirements.

This is intended to ensure that any competitor has access to the same level of equipment, and so that any advantage through having additional wealth or funding is minimised, creating as level a playing field as possible.

This also creates an environment whereby recreational sailors can also obtain and enjoy using the same high-performance gear as the pros.

For 2023 competitors registered the 3 boards, 6 sails, and one set of foil components that they would compete on for the whole year, at the first event they participated at.

Not all equipment is checked at events as it is expensive and time consuming to do so, but riders are expected to abide by the rules and the responsibility is on the competitors themselves to make sure that their equipment is not in breach of the rules. If they are in any doubt they can request to have their equipment measured to check it for legality. Equipment is checked randomly at events across multiple brands and riders to help ensure that the rules are upheld.

As part of equipment checks at the PWA slalom finals in Japan, sails from top riders were inspected to check for rule compliance. Examples of sails from NeilPryde, Challenger, Severne and point 7 were collected from the riders.

All of the sails collected were measured, with the battens and cambers removed, and on a flat hard surface with the sails being pulled flat to the ground.

On inspection the Point 7 sail belonging to DEN-37 showed clear and undeniable indications that the sail had been modified from its original factory construction. Marks left from the original construction, such as glue and stitching holes were clearly visible, and normal graphics printed on the sail were obscured where batten pockets had been moved. Neither Point 7 or DEN-37 have denied or challenged this fact.

The Point 7 sail was found to have leech measurements between the battens that were outside of the registered specification by more than 2 cm, and even with the production tolerances of 0.35% applied, were still 1.5cm outside of the registered specification.

To ensure fair consideration, a control sail from another rider using the same Point 7 production sails was also inspected. This sail showed none of the signs of modification that DEN-37’s sail did, there was no glue or altered stitching and the graphics that had been obscured on DEN-37s sail were fully visible. All of the sails measurements were within the acceptable tolerances.

To ensure that all reasonable doubt was eliminated, the measurements of the other production sail were then taken as base measurements, tolerances were applied, but DEN-37s sail was still found to be more than 1.5cm out of spec even with the extra millimetres granted by the variances in the second production sail.

The judges then convened a hearing with DEN-37 to ask him if he could provide any information as to why his sail had been modified, why it was out of the tolerance of the registered specification and to allow him the chance to explain the situation from his point of view and put forward any mitigating circumstances that might justify the discrepancies discovered in the inspection.

The sail had been registered for competition by DEN-37 and therefore needed to be to the correct specification whether used or not, but it was found that it had been used through the year including in Japan.

After hearing DEN-37s evidence, and equipped with the findings of the inspections, the judges reconvened to discuss the situation and decide on whether the rules had been infringed and, if so, what, if any, penalty should be imposed.

The judges were unanimous in their opinion that the sail did not – with all tolerances and reasonable doubt applied – meet the required specification and was therefore illegal for use in PWA racing. The committee found that although DEN-37 may not have used the sail in a counting heat in Japan, that he had used it in valid starts where he could not have known that the heat would subsequently be abandoned, so that this argument was not a valid defence. The committee also felt that although they did not have measurements taken from this particular sail at other events, he had used it in its current state throughout the season, and therefore whether he had used it in Japan or not was not the only consideration.

The judges therefore felt they had no option but to apply the rules which state.

Therefore, the committee was left with little option other than to disqualify DEN-37 from the event in Japan.

As with any decision by the judges at an event, DEN-37 will have the right to appeal the decision and the hearing may be reopened if significant new evidence can be presented. DEN-37 has indicated that he intends to appeal, although no appeal has been presented at this time and as DEN-37 will be travelling home currently, he will be granted further time to lodge an appeal, should he choose to do so.

The PWA takes the application of the rules surrounding equipment registration seriously and competitors or brands who breach such rules do so with great disrespect to the vast majority of their contemporaries who strive to uphold the rules.

    STATEMENT FROM POINT 7 SAILS

Point-7: It was not the first time that our brand has been at the top of the PWA podium and certainly not the last. We proved it in different disciplines and often with new young talents. We are very competitive and work hard on our development and for 2024, as Johan has already signed with us, we are even more motivated to take him back to the top, as he has shown amazing racing skills. We are happy to support PWA in the task in enforcing the checking of riders equipment throughout all events.
